Patricia M. Higgins assumed the role of Fairborn’s Community Development Director on June 19, 2006.
Higgins graduated from the State University of New York at Buffalo with a Bachelor of Arts in History in 1973. She continued her education at The George Washington University receiving a Master of Arts in Government in 1975.
From 1975 to 1978, Pat served as a Planner for Erie County in Buffalo, New York; Southern Tier West Regional Planning and Development Board in Salamanca, New York; and the Genesee/Finger Lakes Regional Planning Council in Rochester, New York. In 1978, she accepted a Planner position with the Bi-State Metropolitan Planning Commission in Rock Island, Illinois, where she was later promoted to Community and Economic Development Director in 1982. In 1984, she started a business as a Planning Consultant.
In 1985, Pat accepted a Community Development Planner position with the City of Kettering. In 1994, she was promoted to Director of Planning and Development. In 1998, she moved to the Kettering City Manager’s Office as the Special Projects Manager where she served until November 2002 when she assumed the role of Community Development Manager.
Throughout her extensive career, Pat has developed extensive knowledge in all aspects of planning and development ranging from planning studies and zoning code enforcement to building plan review and property maintenance code enforcement. In addition, she has a proven track record with Community Development Block Grant (CDBG) funds and HOME funds for programs such as Housing Rehabilitation Loans and First Time Homebuyer’s funding.
